Subject: Resequence and update Sugar for coconut.

Displays Sugar at the end of the start-up sequence. This
associates it more closely with the Sugar Learner Interface
and displays "Sugar" for 8 to 15 seconds instead of the 2
to 3 in the previous sequence. It also displays "Sugar" on
shutdown.
